[摘要] 老旧房屋改造是解决目前房屋大规模“老龄化”的有效手段。此类政府参与组织并部分出资的项目，要考虑其是否符合社会经济效益的要求。通过一系列的成本与效益值计算，最终得出项目的经济净现值(ENPV)、经济内部收益率（EIRR）、经济效益费用比(RBC)三个评价指标。并且，三个指标都远远超过了社会经济效益的要求；老旧房屋改造项目，有着巨大的社会效益。

Abstract: Currently, the old houses renovation project is an effective measure, to solve the houses large quantities of aging. This kind of project, that is organized and partly paid by our government, requiress of the economic benefit should be thought of. After a series of costs and benefits calculated, we finally got three evaluation indexes: Economic net present value, economic intemal rate of return, economic benefit cost ratio. The evaluation results imply that, the old houses renovation project has much more social benefits than requires.
