【提要】  烂尾楼项目的设计不同于新建项目的设计，与既有项目的改造和加固设计也有区别。介绍了某烂尾楼项目的改造与加层设计，涉及到原有桩基础的利用、下部结构的加固改造、新旧结合部位的处理和上部加层部分对原钢构件的改造利用等问题，得出一些有用的结论，希望能引起专家学者与设计人员对此类问题足够的重视。

Abstract:The design of the halfbaked building is not only different from that of a new
building, but also different from that of strengthening and alteration. The desi
gn of one halfbaked building is discussed, which includes reuse of the existing piles, strengthening and alteration of the lower structure, the measures of connection between newlybuilt and oldlybuilt, and alteration and reuse of the existing steel member. Some useful results can be deduced，and the intention is to draw more attention of designers and related personnel to such problems.
