[提要]  新修订的《混凝土结构设计规范》( GB50010-2002)对预应力混凝土结构构件安全度调整、荷载组合、预应力材料等级提高，裂缝控制和裂缝宽度，次内力的影响、内力重分布，施工阶段验算和预应力损失值计算等诸多方面的基本规定作了修订或增加了内容。了解这些背景材料有助于工程师对新规范的学习和运用。

The paper introduces the revision and newly increased contents in the basic stipulations for design of the structural elements of prestressed concrete in the Code for De3ign of Concrete Structure3-(GB50010-2002). The adjustment of safety degree, load combination, 1ncreasement of strength degree of prestressed material, control and width of cracks, affection of secondary force, redistribution of internal force, calculation during construction period, the estimation of prestressing losses etc. are presented in detail.
