[提要]  现行的《碳素结构钢》( GB700-88)规范给出了受拉螺栓连接在偏心拉力作用下，按大、小偏心进行计算的方法，但是并末给出大、小偏心的判别式。现通过简单的推导得出了一个既简单又方便的判别式和普通螺栓群在偏心拉力作用下大、小偏心的简单计算公式及确定中和轴位置的精确计算方法。

The standard Carbon Structural Steel ( GB700-88)defines the way of calculating the strength of the bolts in action of eccentric force. PJut the way doesn't tell us how to judge the eccentricity is big or small. The author has made some progress in dealing with this problem. The new discrimination and the calculating method are simple and convenient.
