[提要]  针对四川省德阳市棉麻公司一幢8层框架结构综合楼1995年整体垮塌事故，从设计及施工角度进行考察、分析，指出其垮塌主要原因是承台设计太薄及柱子截面太小引起承台柱周直剪破坏。建议混凝土设计规范增加钢筋混凝土承台（基础）柱（桩）周直剪计算公式。

In Dec. 8,1995, the eight-storey frame structure building of the Cotton and Hemp Corp. broke down wholly in Deyang city. This paper analyzes the accident through the design and construction, and points out that the cutting ravage is caused by thin base slab and small column. It is suggested that the provision should add cutting ravage calculation of base foundation(slab) around column( pile) to Code for Desigh of Concrete Structure.
