东日本大地震两周年回顾与总结

（中国建筑标准设计研究院，北京 100044）[摘要]2011年3月11日东日本大地震发生后，得力于日本良好的抗震防灾应对体系，地震直接造成的损失被控制在很小的范围之内，然而由地震引发的海啸却给日本带来了沉重的生命财产与经济上的损失。东日本大地震发生两周年之际，回顾与总结了日本抗震防灾应对体系和海啸发生后日本的应对措施，以期对中国的防灾减灾工作有所借鉴。[关键词]东日本大地震;海啸;防灾减灾中图分类号：TU318 文献标识码：A 文章编号：1002-848X(2013)S1-0617-07Two years review and summary of the Great East Japan EarthquakeTang Wei(China Institute of Building Standard Design& Research, Beijing 100044, China)Abstract: After the Great East Japan Earthquake which occurred at March 11,2011, the lost directly caused by the earthquake was controlled in a small range because of the good earthquake-disaster-prevention system in Japan. But the tsunami caused by the earthquake brought a great lost both to the economy and to the life and property. After two years, this article makes a review and summary to the earthquake-disaster-prevention system of Japan and studies what measures Japan took after the tsunami, hoping to develop the disaster prevention and mitigation work of China according to Japan’s experience.Keywords: Great East Japan Earthquake; tsunami; disaster prevention and mitigation
